The Nextcard Visa allows you to upload any pictures you want displayed on your card, including a picture ID. I believe Citibank offers an ID card also. Nextcard is listed in the browse section of the credit card menu.

Bank of America offers the Photo Security Card with your photo and signature on the front the card. You can apply for a Bank of America credit card right on this site. Then you can add your photo once you're approved.
