Apply for the Amex optima secured, and fill the SS# space with the word "except".
Citibank Soth Dakota also offer this with their secured card but they never will increase your llimit unless you get a SS# or Tax ID. Also I believe the card issuers do not report credit activity to the credit bureaus if you do not have SS#.

Am I right in assuming that Amex here refers to American Express? Please advise.
As one who is resident in Zambia, I do not have a valid United States Social Security Number and I cannot indicate a valid US State on the application form.
However, I am prepared to deposit money into an account which can be used to promptly settle the dues against the credit card.
Please advise which card would be appropriate and how I can successfully apply on-line.

If you are authorized to work in the USA then you are entitled to a SSN. Your Social Security card will read "VALID FOR EMPLOYMENT ONLY WITH INS AUTHORIZATION" but it is still perfectly OK for credit file matching. Apply for the SSN as soon as you set foot in the USA, you'll need it to get phone service, cellphone, cable TV, ...
If you're not authorized to work in the USA, you have much bigger problems than credit cards :)
