You do need to be living in the U.S. (that is to say, to have a permanent a U.S. address - P.O.Box is not acceptable) and a valid Social Security Number in order fulfill the minimum requirements. Beyond that, you also need to have a credit history in the U.S. Unfortunately, despite many commercial links between Canada and U.S., your Canadian credit profile (credit history) is of no value in the United States, so you have to start from scratch.
If you live here (in the U.S.), you should look into applying for a secured card first OR getting a small overdraft protection loan from your bank. That should get you started with credit history.
