Topic applying payment to highest APR balances

Can you help me? I recently sent a check to Chase Credit card and requested in an accompanying letter to apply the payment to the balances at 13.74 and 19.99%. Well, of course they applied it to the balance at 2.9%. I am so mad, can they do that? This payment was in addition to my regular payment. My account is otherwise in excellent standing. Any help you can offer is appreciated.
