Topic "Interstate Financial" VISA card

I have received application for Interstate Financial Visa Card - 0% APR for 1st year, 4.9% APR at the end of promotion, credit limit 4500$, no other fees mentioned at "terms & conditions" then just one-time processing fee $69 ($99 rush). Yet, I couldn't find any info about issuer of that card over the internet. I tried to call them, but nobody answers the phone and answer machine is full. My doubts are: 1. I cannot tell for sure if it is merchandise card or regular credit card. It is written clearly "Interstate Financial Credit Card" at the front of application, but at the "terms & conditions" something about their catalog purchases was unclearly mentioned. 2. I would like to know how can I check reliability of financial institution before I send them any monies. Application says it clearly that I am already approved, all I need to do is to send $99 one time processing fee and get the card. Any clues? Please, help.

The rule of thumb is to never pay any credit card fees upfront (unless it's a secured card, of course). All legitimate issuers which charge annual fees will have them billed to your account.
This particular offer doesn't sound that great. We've never heard of Interstate Financial. Also, don't be fooled by the "pre-approved" status - usually it is meaningless.
