I am a US citizen but live in Europe most of the year and have excellent credit there. However, we also have a residence and bank account in the US. My husband is the main cardholder and I am the additional cardholder on a US AMEX account, but I would like to have my own fee-free US credit card, too, but getting one seems to be a problem due to virtually no credit history in the U.S. Any suggestions?

It sounds as though you are an authorized user on your husbands account. In this circumstance you will not build a credit history. You may want to have your husband co-sign for a credit card account, both of you will be responsible for the account and therefore you will establish a U.S. credit history.
