I'm a non US-Citizen but I have SSN, I also have checking & savings account with fleet.
Which is the best way to get a credit card ?

Since you have a banking relationship with Fleet, I would suggest you obtain a credit card through Fleet.

Capital One Secured, FCNB or Providian
Also you could ask for a secure loan from Fleet or another bank.
then in three or four months apply for mobil, Target or radio Shack
