I am looking for recommendations for a card that doesn't charge for balance transfers and has a low intro APR. Thanks.

The Bank of America Platnium card has a 3.9% Intro rate for balance transfers, this rate lasts for 6 months. Also, Capital One and Bank of America both have cards that offer APR's in the 9.9% range for both balance transfers and new purchases. Both issuers said that they don't chargebalance transfer fees.

I have a Bank Of America plantinum card that I wanted to transfer a balance onto, however they gave me a 9.9% rate, and my balance that I want to transfer is $700 over my limit. Any suggestions?

You shouldn't have too many credit cards. Typically it is recommended that you not have more than 3 to 4. However, one strategy would be to apply for a Capital One Olympic Card and transfer the remaining $700 to that card. You could use this card as your primary credit card from now until Jan 01 because of the 0% intro rate for new purchases. Just a thought.
