What is to keep somebody from applying for a credit card offline in your name?

In either case the personal information supplied must be verified, which means the person would need to know alot about you. Also, the physical credit card is still shipped to the address which was verified as being your address, so the person would need to intercept the mail.

Fraud can occur in either case, which is why you should look at your credit report periodically.
