I have two questions:
1)I am attempting to get a credit card, but due to my credit have been quite unsuccessful. Would a balance transfer help me in this process, and
2)Can I still make a balance transfer if the account I am transfering from is closed? Do I need to talk with the credit card company I am transfering from before I can make a balance transfer?
Thanks.

I don't believe you can close an account with an outstanding balance, unless the account goes into collections at which point the account is closed for you. I would check with the issuer and ask this question. As far as your second question is concerned some issuers will give you a better deal if you transfer a balance but this should not affect whether you are accepted or not. Good Luck.
