I am an Expat currently in the UK. I have Wachovia Visa and TD Waterhouse Visa. Both these have moved to outside processors. As a result there is now a 2% surcharge on any transaction (not a cash advance!)in a foreign currency on top of the Visa exchange rate.
Are there any cards available that do not add on extra percentage?

You will need to confirm this but I believe Capital One does not have a surcharge.
