Does any credit card company offer a US credit card to a non-resident?

You may be able to get a credit card if you live out of the U.S. if you have a US issued social security number. Still, I think it's highly unlikely you could apply for most american cards.

Hi, I just came to USA about one month ago. I have had my social security number, but my credit applicarion were rejected all!
Why? Could you tell me how to get a credit card?

typically, if you apply for a card, you need an SSN *and* a US address.
