In the event the credit card is in the name of one of the spouses exclusively and the other has no interest in the card, is the uninvolved spouse liable for any of the liabilty accrued by the person in whose name the card was issued?

In the event payments can not be made as requested, can this be negotiated to something lower? Can a lump sum payment be agreed too?
