Hi
I've applied for adjustment of status with the INS but am not entitled to a SSN until my residence comes through, this could be upto 3 years at INS processing speeds!!! I need an unsecured card with a SMALL limit and no SSN verification. Is there such a thing at ALL?

Low limits are not too common on unsecured prime cards. They don't make money for the credit card company.
You may be able to apply for a card with no social security number. Try calling a major issuer and apply by phone. Tell them the situation and you may be pleasantly surprised.

That sounds really strange. As far as I know, if you are a legitimate applicant, the INS usually issues work permit quickly, even if your green card application is pending for years. So call them and ask if you can get your work permit first.
With a work permit you should be able to get an SSN.
