My son is traveling abroad with his first credit card. If I establish a credit balance on his card will he be charged for cash advances? In other words if the cash is already on his credit card account can he be charged anything?

That is a good question. You may want to ask the issuer directly. I would think that if you have a credit balance you will avoid finance charges but will still be charged a cash advance fee.
Also ask the issuer about foreign exchange fees. Last I checked Visa and Mastercard charge card issuers 1% when you use your credit card outside the country. Issuers decide whether to pass this on to the cardholders.

Yes, you will still be charged a cash advance fee. The situation you're describing would be what is called a "stored value card".
One such card is called "Visa Buxx". You can find info about it on the Visa.com website.
