What Visa or Mastercard credit cards offer no annual fee with cash rebate?

from what i know, visa & MC issuers are not big on rebates, but you can get credit towards your purchases for certain merchants (see the GM product, for example).

is there any reason why you're not interested in the AmEx rebate card? it has no annual fee.
