Is is possible to obtain a credit card and transfer a balance from another person's credit card in order to help them with their debt management? Could one list the person with the balance to transfer as a secondary card holder, and make the balance transfer that way? Thanks in advance for your info!

You can pay off anyone's debt that you'd like using your credit card, and you don't have to have them listed anywhere on the account. It's your money. :)
I would certainly urge you to think very carefully before doing so. You will be putting your own credit at risk if that debt is not paid regularly, on time, and in full.
